The International Mathematical Union and the Local Organizing Committee may consider the creation, at each Congress, of a special program of grants for senior mathematicians permanently working in developing and economically disadvantaged countries to participate in the International Congress of Mathematicians.
In past Congresses, such programs have been set up one or two years in advance.
Those interested should check the relevant Congress website periodically.
